Announcement of Chief Executive Recruitment and Selection Results
Ms CHAN Man-yee, Grace appointed as Chief Executive of HKCSS
[Press Release 3 March 2025] The Executive Committee of the Hong Kong Council of Social Service (HKCSS) set up a Selection Panel in December 2024 to conduct an open recruitment for the position of Chief Executive. After a selection process spanning more than two months, the Executive Committee announced today that Ms CHAN Man-yee, Grace, currently a Business Director of HKCSS, had been appointed as the next Chief Executive of HKCSS.
Revd Canon Hon Peter Douglas KOON Ho-ming, Chairperson of HKCSS and Chairperson of the Selection Panel, said, “With over three decades’ working experience in the social welfare sector and 18 years at the HKCSS, Ms CHAN has extensive experience and is well versed in social welfare development. She strives for social innovation and has been a pioneer in numerous visionary projects, particularly in the development of gerontechnology to meet the challenges of an ageing population. The Selection Panel has concluded that Ms CHAN is the most suitable candidate to lead HKCSS as Chief Executive.”
The open recruitment process commenced in early January 2025. Following two rounds of selection, Ms CHAN Man-yee, Grace, was chosen as the next Chief Executive and will commence her new appointment on 1 April 2025.
Ms CHAN Man-yee, Grace, Chief Executive-designate, said, “I am honoured by the trust bestowed by the Executive Committee. The HKCSS plays a pivotal role not only in the advancement of social welfare services, but also the creation of a cross-sectoral platform to mobilise multifarious sectors’ joint efforts to address diverse social issues and challenges. I will stand by HKCSS’s mission and endeavor to build an influential, collaborative, and innovative social service sector for the betterment of the Hong Kong community.”
Mr CHUA Hoi Wai, current Chief Executive, will step down on 1 April and continue to support HKCSS as its Advisor. The HKCSS Executive Committee is thankful to Mr CHUA for his dedicated service in HKCSS over the past 33 years and his tremendous contributions to the advancement of social welfare in Hong Kong.

Current position
- Business Director of HKCSS, responsible for elderly and rehabilitation services, and leads the Innovation and Technology for Ageing team that actively promote development of numerous innovative services, including the Gerontechnology Platform, Jockey Club “age at home” Gerontech Education and Rental Service, as well as the annual Gerontech and Innovation Expo cum Summit (GIES).
Education and Career
- Graduated from the Faculty of Health and Behavioural Sciences at Deakin University in Australia in 1993, majoring in Disability Studies; then a master’s degree in social work from the University of Hong Kong in 1996. She is now a Registered Social Worker;
- After graduation, she joined the elderly service sector, and joined HKCSS in 2006 as Chief Officer (Elderly Services), promoted to General Manager (Innovation and Technology for Ageing) in 2017, Business Director in 2020.

Public Service
- Current member of the Elderly Commission and the Community Care Fund Task Force; Vice Chairperson of the General Support Programme Vetting Committee of the Innovation and Technology Commission’s Innovation and Technology Fund; Vice Chairperson of the Social Workers Registration Board;
- Member of the Board of Directors of the International Federation on Ageing (IFA) since 2006 and the International Vice President in 2020; invited to be member of the Strategic Advisory Group for the World Health Organisation Global Network of Age-Friendly Cities and Communities In 2013;
- Awarded the Ageing Asia Global Ageing Influencer In 2019 in recognition of outstanding achievements as influential leader impacting ageing in the Asia Pacific; in 2022 received the Most Successful Women Award by Hong Kong’s leading women’s media JESSICA for remarkable contributions to society, in particular exceptional leadership and dedication in the field of ageing as a driving force for transformation and significant impact on society.
