Research Officer II (Project Evaluation)

[Ref.: HMTPU/ROIIPE/24/01]

 

The position reports to the Research and Advocacy Manager. S/he is part of the Hong Kong Programme Team and works with the team to strengthen policy research and project performance. S/he has a supportive role in project evaluation, completing and publishing research, and supporting Impact Advisory Service development. S/he will also liaise with the other staff members in the Hong Kong Programme unit, as well as other units and external stakeholders.

 

Responsibilities:

Project Evaluation

  • Assist in conducting project evaluation, including data collection and analysis, and write clear and concise reports for the supervisor.
  • Support efforts to improve poverty alleviation research and projects based on project evaluation findings.
  • Collaborate closely with the research and advocacy team to incorporate thinking focused on impact into research and project performance.
  • Stay up to date on best practices in impact assessment and apply this knowledge to improve OHK’s research and projects.
  • Assist in developing and updating OHK’s analysis and positions on Hong Kong poverty issues, using insights gained from project evaluations to inform policy recommendations.
  • Work closely with the communication team to effectively communicate project evaluation findings to the stakeholders, using a variety of channels and formats.

 

Impact Advisory Service Development

  • Assist in developing and implementing project evaluation tools and practices for poverty-alleviation research and impact assessment projects, ensuring that OHK’s impact advisory services are aligned with its mission and values.
  • Assist in developing and maintaining strong relationships with external stakeholders, including corporate partners and community organizations, to promote OHK’s impact assessment tools.
  • Assist in identifying opportunities for OHK to engage in innovative project design that address pressing social and environmental issues and develop proposals for new projects and partnerships that align with OHK’s mission and values.
  • Assist in monitoring and evaluating the impact of OHK’s research-related projects and provide regular reports to management and stakeholders to ensure accountability and transparency.
  • Stay up to date on emerging trends and best practices in impact assessment and apply this knowledge to improve the service.
  • Undertake other related tasks as requested by Research and Advocacy Manager

 

Requirements:

  • Degree holder in social science or related field with minimum 3 years of professional experience in impact assessment, project evaluation or policy research.
  • In-depth knowledge of best practices in project evaluation
  • Familiarity with poverty-alleviation policies and projects in Hong Kong.
  • Ability to work independently and collaboratively as part of a team.
  • Strong data analysis skills, including proficiency in Excel and other data analysis software.
  • Excellent written skills in both Chinese and English.
  • Identification with Oxfam’s mission and vision is a must.
