The 73rd Annual General Meeting (the AGM) and election of members of the Executive Committee and Standing Committees (2020-2022) will be held on November 6, 2020 (Friday) at the Auditorium, 1/F, Duke of Windsor Social Service Building, 15 Hennessy Road, Wanchai, Hong Kong, detailed arrangements will be announced in mid-October. Nominations for the election of the following seats in the Executive Committee and Standing Committees are now invited:
- 9 members of the Executive Committee for serving a term of 2 years (2020-22) [Note 1]; and
- 5 members of each of the four Standing Committees – Standing Committee on Service Development, Standing Committee on Policy Research and Advocacy, Standing Committee on Sector and Capacity Development and Standing Committee on Public Engagement and Partnership, serving a term of 2 years (2020-22).
According to the Constitution of the Council, every official representative of Agency Members and Life Member shall have the right to nominate eligible persons for the above elections[Note 2]. A nomination form, which can be duplicated if necessary, is enclosed. Completed nomination forms should be sent to the Election Committee of the Council by fax to 2864 2910 or by email to [email protected] no later than September 30, 2020 (Wednesday) at 5:00 pm.
A copy of Election Guide (Chinese version) for the Election of the Executive Committee, Standing Committees and Specialized Committees has been sent to Life Members and Official Representatives of Agency Members earlier. The list of serving Committee Members and information on their terms of office can be found on [Committee] on the website.
You may appoint a representative if you are not able to attend and vote in the AGM. A template of Letter of Proxy is attached for your use if needed. You can also download it from our website. The completed Letter of Proxy must be returned to the Council by fax or by mail no later than November 3, 2020 at 2:25 pm.

An elected member of Executive Committee resigned in March 2020. The Executive Committee resolved that the vacancy left open be filled through the Executive Committee election at the 2020 AGM of the Council. Among 9 elected members, the candidate who receives the lowest number of votes will fill the vacancy and serve a 1-year term (2020-2021).

According to Para 43(b) of the Constitution of the Council, any persons who are current members of the Board or other similar bodies or paid staff of Agency Members and Life Members shall have the rights to be nominated and to be elected as member of the Executive Committee provided that only one person from each Agency Member may be so nominated and elected into the Executive Committee for any same period of office.
Apart from the above, Para 64(c) of the Constitution stipulates that only one representative from the same Agency Member shall be nominated or co-opted to become member of the same Standing Committee for any same period of office. Nominators are advised to check the membership lists of the Committees and members’ term of office to ensure the persons to be nominated are eligible for nomination.
