The draft Children Proceedings (Parental Responsibility) Bill (the “legislative proposal”) was first introduced in 2015 and revisited in the Legislative Council in 2024. The Bill aims to reform and consolidate laws governing the responsibilities and rights of parents towards their children, as well as provide for the appointment and powers of guardians, among other provisions.
The social service sector holds a range of views on this proposed Bill. To foster understanding and explore its potential application in the daily work of social service professionals, Mr. LEUNG Shing Yum, Steven, representing the Law Society of Hong Kong, has been invited to share insights into the essence of the Bill. This session seeks to ensure that professionals are equipped to serve the best interests of children while contributing to the development of the Bill within the Legislative Council and subsequent government initiatives.
