BACKGROUND & OBJECTIVES |
Tung Chung is a rapidly developing remote New Town. Drastic growth of population lead to a greatly-increased needs of local public facilities and service support for new Tung Chung residents, ethnic minorities as well as existing local residents.
Supported by Swire Trust and coordinated by HKCSS, “Building Community, Building Tung Chung” Programme was initiated in October 2020, and has entered its third phase in April 2024. In the upcoming two years, HKCSS will engage a wider range of community stakeholders and partner with more local NGO partners, creating more opportunities for cooperation.
Phase I: Oct 2020 – March 2021 – Timely Support
It was a huge challenge in 2020 when facing the pandemic. With the support of the Association of School Heads of Islands District, the Programme partnered with kindergartens, schools and NGOs to provide timely support of food and online activities for more than a thousand families and individuals.
Phase II: April 2021 – November 2023 – Connecting the Community
Phase II has been kick-started in April 2021. It aims to provide series of sports, play, career and social inclusion activities to Tung Chung families through the collaboration between NGOs, schools and corporates in the community. From individual self-development, fostering family cohesion, to enhance community induction and integration, we strive to build a trustful Tung Chung community.
In addition to engaging various community stakeholders, HKCSS took reference from ethnography approach to conduct in-depth observations and interviews with residents, to narrate the stories of trust in Tung Chung.

Phase III: April 2024 – April 2026 – Extend Collaborative Network
“Building Community, Building Tung Chung” Programme has entered its third phase in April 2024. Through a series of activities focused on family, sports, play, youth career development and social inclusion, the Programme aims to engage a wider range of community stakeholders, strengthen community capital and community connections to encourage mutual help, strive to create a more inclusive and cohesive Tung Chung community for both new and existing residents.

H.K.S.K.H. Tung Chung Integrate Services
H.K.S.K.H. Tung Chung Integrated Services has been serving the district since 1997. In line with HKSKH Welfare Council’s service philosophy of upholding “Personalised Service, Holistic Care” to service users, the centre commits to provide multi-dimensional social services to users from diverse age groups. The‘U-Dreamers’ Youth Career Development Project aims at assisting youth to figure out their dreams and values by providing them with exploration and experiential platforms on career development. Youth could achieve better self-knowledge and to be equipped with soft skills and practice wisdom before pursuing further studies or entering job market. As members of Tung Chung, they are encouraged to apply what they have learned from the project and contribute to the community.
InspiringHK Sports Foundation
InspiringHK Sports Foundation (IHKSports) established in 2012, with a vision of developing better youths through sports and mission to provide equal sports training opportunities for underprivileged children and youths or those with special educational needs, and at the same time promote gender equality, social inclusion and healthy lifestyle. IHKSports carries out the mission through district-based and territory-wide sports programmes and public education activities.
In the Programme, IHKSports promotes and provides sporting activities to Tung Chung families for more exercise opportunities which develop into healthy lifestyle.

Playright Children’s Play Association
Playright Children’s Play Association (Playright) advocates children’s play for over 30 years since they established in 1987. Playright “Value Children. Value Play.” with the vision of building a Playful City that respects, protects and fulfils a Child’s Right to Play, where children can enjoy their childhood.
To actualize play in community, since April 2021, ‘The Play Attach’ have been held regularly in Tung Chung, offers opportunities for children to play, and also rallies kaifongs to participate, co-creating a joyful atmosphere. This allows everyone in the community to engage and connect through Play.
The NAAC Tung Chung Integrated Services Centre
The NAAC Tung Chung Integrated Services Centre was established in 2001. Their services based on the needs of individuals and families at all stages of life, provides one-stop and diversified services for children, youth, parents, adults, elders and families. In the programme, the centre will launch the Positive Tung Chung Eye for Family Series, aiming to assist participating families in establishing essential elements for a good family relationship through Personal growth courses for parents, Couples’ activities, Art workshops, and Parent-Child outdoor explorations.
The Zubin Foundation
The Zubin Foundation is a registered charity in Hong Kong (IR 91/12344) with a mission to improve the lives of Hong Kong’s ethnic minorities by reducing suffering and providing opportunities. The foundation adopts a multi-dimensional approach to address the challenges faced by ethnic minorities, including direct community outreach and driving systemic change.
In the “Building Community, Building Tung Chung” programme, The Zubin Foundation will be working closely with ethnic minority families to help bridge them with resources and building an inclusive Tung Chung.
