The Chief Executive announced in the 2024 Policy Address to put in place, through legislation, a system on the renting of subdivided units (SDUs) in residential buildings, under which up-to-standard units will be named as Basic Housing Units (BHUs). The government proposes that future rental subdivided units must meet a series of minimum standards. If owners rent out units that do not meet these standards, they will face criminal liability.
The current government invites stakeholders to submit their opinions on the proposed regulatory framework for Basic Housing Units by 10 February 2025. To this end, we will hold a meeting to discuss the proposed regulatory framework for Basic Housing Units. The purpose of this meeting is to facilitate the exchange of opinions among industry stakeholders regarding the current consultation on Basic Housing Units.
