Programme Manager (Ref No: HKCSS/107/2019)

1-year renewable contract


ITRC, a wholly owned subsidiary of HKCSS, has a mission to facilitate and enhance information and communication technology (ICT) application in the Social Service Sector.  ITRC has been developing and implementing various ICT solutions for the Non-governmental Organizations (NGOs), and is one of the major solution suppliers in the Social Service Sector.



  • To maximize the use of ICT in welfare sector in order to enable the delivery of quality services to end clients
  • To monitor the TechDonation platform
  • To organize a contest recognizing ICT adoption/ innovation in meeting social needs
  • To explore the use of different e-payment gateway in the welfare sector
  • To provide management support to the Senior Programme Manager and undertake any other duties as may be assigned from time to time by the supervisor



  • Degree holder in Social Science or related discipline
  • 3 years experience in programme implementation, while experience in social service sector is preferable
  • Interested in exploring the use of ICT in the welfare sector
  • With proactive manner and analytical mind, teamwork spirit, independent and able to work under pressure
  • Good interpersonal skills. Strong communication skill and outgoing personality
  • Candidates with less experience will be considered as Assistant Programme Manager 


5-day work per week.  15-day leave annually.
