Senior Programme Officer – Advocacy (Asia) (2-year contract) (Ref.: IPU/SPOAA/17/01)

Responsibilities:

  • Work closely with China Programme Unit regarding the development, implementation and review of Oxfam Hong Kong (OHK)’s overall agency-wide advocacy in Asia
  • Develop implementation and annual work plans including outputs and indicators, timetables for delivery, etc. in coordination with the Mekong and Southeast Asia offices of Oxfam International
  • Develop strategies relating to cross-sectoral OFDI of China, in particular, agri-business including land resource and labour issues; and to a little extent, financing for development including south-south cooperation in the Mekong and southeast Asia
  • Work closely with respective country programmes, Asia regional platform and relevant Oxfam affiliate in developing, reviewing and managing advocacy plans and grant proposals in line with the Operational Plan of OHK
  • Provide recommendations to Director by assessing risks in particular engagement and collaboration with Oxfam International and affiliates; and to recommend how to mitigate risks and negotiate for win-win situation
  • To coordinate and manage budget effectively with managers and director regarding to thematic relevance and ensure meeting target of the assigned budget
  • To monitor and review of activities and impacts, and to communicate these reviews effectively
  • To stay abreast of and adjust to changing circumstances and understanding regarding aid, trade, investment and International Financial Institution and anticipate, analyze and manage strategy

 

Requirements: 

  • Degree holder with at least 6 years working experience, similar experience in NGOs, research institutes is preferred
  • Knowledge of development economics, business and human rights, corporate social responsibilities is desirable
  • Excellent command of spoken and written English
  • Chinese language skills is desirable
  • Excellent analytical, networking, communication and presentation skills
  • Proficient in computer applications including MS Office and Chinese word processing
  • Ability to travel frequently and work in remote areas
  • Identification with Oxfam’s mission and vision is highly desirable
