1.      Welcome newly elected members

Mr Cliff Choi welcomed new members to the Public Engagement and Partnership (PEP) Standing Committee and thank you for their support to the Council. 

2.      Election of Chairperson, Vice-Chairperson and Selection of representatives to serve Executive Committee and WiseGiving / Caring Company Scheme Steering Committees

  • Ms Kitty Chau was elected the Chairperson of PEP Standing Committee and the Representative to the HKCSS Executive Committee
  • Mr Wilfred Leung was elected the Vice-chairperson of PEP Standing Committee.
  • Ms Apple Tse was appointed as representative to the Steering Committee of WiseGiving.
  • Ms Connie Ng was appointed as representative to the Steering Committee of Caring Company Scheme. 

3.      Endorsement of minutes of the last meeting

The minutes of the last meeting held on 11 September 2018 was adopted. 

4.      Matters arising

4.1              Award for small non-subvented NGOs

  • Cliff introduced the idea to organize the award scheme for small non-subvented NGOs. The Scheme aims to enhance public awareness for small NGOs and also as recognition of their efforts and outstanding achievements.

4.2              Movie《非同凡響》“Distinction”

  • Cliff reported that the box office of movie “Distinction” reached HK$5 million, 100+ private screenings were organized by schools, NGOs and corporates.
  • Members agreed the movie successfully inspired audience to rethink about social cohesion, youth development as well as parenting.
  • The movie aroused wide discussion in society through electronic and printed media. Members welcomed the Council to continue engage donors for making this kind of movie. 

4.3              BSG Award

  • Cliff briefed the Committee on the background of the BSG Award and announced that the 2nd BSG award will be launched soon.
  • Towngas was one of the winner organizations in the 1st BSW award. Judy shared their experience regarding the application process last year. 

5.      Discussion

5.1              Regulating face-to-face solicitation of regular donations in public places by means of signing DDA forms:

  • Cliff summarized the concerns on the proposed regulation under the scope of Public Subscription Permit (PSP).
  • Recommendations were made in the Director of Audit’s report (No. 68, April 2017) that face-to-face fundraising in public places involving a significant amount of donation money had become a trend and the government should study ways to regulate these activities.
  • Christine has been facilitating dialogues between SWD, the F2F Monthly Giving Alliance (which comprises of 20 charities that are actively involved in face-to-face solicitation of monthly donations) and local branches of international NGOs with F2F experience. Will closely follow up & report progress in future meetings. 

5.2              Insights from the survey on NGO reserve

  • The Council has solicited support from accounting professional to survey on the reserves of social service organizations.
  • Cliff summarized the insights from the survey on NGO reserve in following:
    • The survey agreed the important of reserve to daily operation and long term development
    • The level of reserve to be maintained is subject to the operational needs of each NGO
    • A reserve policy should be developed for each category of reserve: Lump sum grant reserve, General fund reserve and designated fund reserve
    • Reserve policy plays a critical role in agencies’ financial governance. 

5.3              Overview of engagement strategy with corporations and family foundations

  • Cliff mentioned the role of the Council is to influence donor about the grant making and understanding of the current issues and social needs in Hong Kong.
  • Kitty Chau, Chairman of PEP Standing Committee suggested setting up the working group to discuss project ideas for Council to present to donor.
  • All Work Group would have group meeting and update in next meeting.

 5.4              Scaling up of Big Little Things projects organized by OHKF and platform for corporation-NGO partnership

  • Wendy introduced the project “Big little Things”, which is initiated by OHKF, aims to encourage corporations to form volunteer teams to reach out to the grassroots community, elderly and other groups in need to solve one “little thing” per week.
  • Cliff encouraged members to brainstorm project ideas for this project in the work group meetings. 

6.      Progress Report

6.1              Corporate Communications

  • Eddie mentioned that the Council would not join the coming Hong Kong Public Relations Awards due to conflict of interests and the Council’s “HKCSS Channel” had obtained the Gold Award in 2017. He suggested members may try out as it is a good opportunity to promote NGOs’ excellence to other sectors.
