Agenda

1. Endorsement of minutes of last meeting held on May 31, 2018
The minutes of the last meeting held on 31 May 2018 was adopted. 

2. Matters arising

2.1 Premiere of our Movie《非同凡響Distinction》in September and the engagement of schools and NGOs

  • Mr Cliff Choi reported that this is the first fundraising event of movie premiere organised by the Council over past 20 years. It contributed over 2 million donations for HKCSS Development Fund. Over 60 exclusive movie screening were held. Positive feedbacks received from NGOs, schools and the government. 

2.2 Progress of the Governance Health Survey, NGO Reserve Survey & Salary Survey

  • Mr Cliff Choi reported that the Governance Health Survey was completed while the NGO Reserve Survey was still in process and aimed at announcing at coming HKCSS AGM in Nov. Members suggested to have a look in advance and discuss through email communications. It was suggested that consultation should be carried out in Agency Head Meeting. For the Salary Survey, members endorsed the idea to separate those subvented and non-subvented positions in the survey 

2.3 Public communication on LSG review

  • Mr Cliff Choi reported that the Council continued to communicate with SWD and the sector. Members made the following suggestions: (1) Educate the general public and government officials on the difficulties of NGO, (2) Protect the reputation of the social welfare sector. 

2.4 2nd BSG Award in partnership with OHKF, integration of BSG Award ceremony into the Caring Company Expo, and the promotion of CSV

  • Mr Cliff Choi reported that BSG Award ceremony will be a separate event that will not integrate to Caring Company Expo. The Council will try to avoid any session clash if two events will be held on the same day. 

2.5 Charitable Organisations Checklist

  • Mr Cliff Choi reported that the Council has discussed with the Home Affair Bureau on the possibility in giving funding priority to those on the list.  

3. Discussion

3.1 Proposed idea: Award for smaller non-subvented NGOs creating great impacts (to be funded by a family donor)

  • Mr Cliff Choi reported that the Council is working on the details of collaboration with a family donor to support and encourage t smaller non-subvented NGOs. Members suggested better defining social impact and its measurement method as well as providing proper training for smaller NGOs before the award competition. 

3.2 Putting members’ annual reports and audited reports on HKCSS website (optional for members) due to closure of HKCSS Library

  • Mr Cliff Choi reported that according to the constitution of the Council, we are requested to disclose the annual reports & audited reports of agency members. The Council is considering to upload those reports on the website because of the closure of HKCSS Library. Members suggested to acquire consents from NGOs in advance. 

4. Progress Report

4.1 Caring Company Scheme

  • Caring Company Scheme nomination & production process of the storybook of “SHKP Rainbow with KIDS” were updated.
  • New projects with companies on ethnic minority community engagement; youth employment & company carer support policy were explored.  

4.2 WiseGiving

  • Movie “Distinction” will be released soon. The team is now working on the promotion.
  • The ceremony of Elder Care Angels Award will be held at HKCSS AGM. Selected awardees will join the Japan visit delegation in 2019. 

4.3 Corporate Communications

  • Reported on Council’s upcoming events: GIES 2018, Community Housing Movement, pre-fabricated modular housing & Movie “Distinction”.
  • Collaboration with i-cable on a new TV program which focus on social issues and touching stories. 

5. Any other business

5.1 2018 Hong Kong Awards for Environmental Excellence

  • A new category – Sustainable Event was established. Members suggested the council to explore further opportunities in promoting and educating the sector on concerned requirements. 

5.2 Faster Payment System (FPS)

  • Hong Kong Monetary Authority has launched FPS, a new trend in payment method. Members invited Mr Ralph SZETO (on behalf of The Hong Kong Information Technology Federation) to liaise and conduct a workshop for PEP Standing committee. Concerned seminars for welfare and social enterprise sectors will be explored. 

5.3 The meeting was adjourned at 6:30pm.
