1.    Welcome newly members – Co-opted member

Chairperson welcomed Ms Irene Leung to the PEP Standing Committee and thank you for her support to the Council. 

2.    Endorsement of minutes of last meeting held on February 27, 2018

The minutes of the last meeting held on 27 November, 2018 was adopted. 

3.    Election of Vice-Chairperson

Ms Irene Leung was elected the Vice-Chairperson of PEP Standing Committee. 

4.    Progress Report

4.1         Caring Company Scheme

Ms Wendy Luk reported to the Committee the summarized figures and feedback of the Caring Company Partnership Expo cum Award Presentation Ceremony 2018. Members gave the following advice:

  • Good to have experiential zone in 2019 but the location should be more eye- catching.
  • Try to have other elements, such as luncheon/sharing session/workshop to engage companies which would not be invited to the Ceremony due to whatever limitations. 

4.2         WiseGiving

  • Guiding Star Scholarship Award

The Ceremony will be held on 27 June 2018, Ms Christine Kwan expressed thankfulness to the Committee in helping the vetting and invited members to join the Ceremony.

  • Stairs Climbing service

The official launch date of the service is 1 June 2018, it’s a 1 year pilot project which services covered 4 districts, including Central & Western, Sham Shui Po, Tuen Mun and Yuen Long. Members suggested to explore the possibility to expand the service to more districts and sought foundation to support manpower.

  • Operation Santa Claus

Call for proposals will be held on 1 June 2018, to assist medium and small NGOs get well prepare while preparing the proposal and to raise the successful application, briefing sessions to the NGOs was arranged on 30 May 2018. 

4.3         Corporate Communications

  • The public relations/communications/marketing of GIES 2018 will be handled by ITA and Corporate Communications teams.
  • With the support of The Community Care Fund, the construction of 1st modular social housing in Sham Shui Po shall be start in 3rd quarter of 2018, tentatively planned to flat in-take in 4th quarter of 2019.

5.    Discussion

5.1         Premiere of our Movie《非同凡響》in September and the engagement of schools and NGOs

  • The premiere of the movie will be held on 18 Sept 2018 at The Grand Cinema at Elements, and it will be a fundraising event for HKCSS Development Fund. Net proceeds from the box office shall be donated to Child Development Matching Fund & Child Development Initiative Alliance. The Council welcome NGOs/schools/colleges to use this movie for fundraising or training. 

5.2         Progress of the Governance Health Survey, NGO Reserve Survey & Salary Survey

Mr Cliff Choi briefed the Committee on 3 surveys which will be carried out in May and Oct 2018, and planning to announce some findings to public to enhance the transparency and promote positive image of the sector, Mr Choi invited members to give advice.

A. Governance Health Survey

  • This survey aims to develop a self-assessment tool for measuring NGO governance health. Similar to regular wellness check-up, agencies can utilize this tool to examine their governance strengths and areas for improvement. Preliminary planned to announce the overall status of the sector’s governance in Nov/Dec 2018.

B. NGO Reserve Survey

  • This survey aims to help clear public queries related to NGOs’ reserves, aims to inform the public about the sources, types, usage, planning and policies of NGOs’ reserves, planned to present the finding in AGM on 9 Nov 2018.

C. Salary Survey

  • The Council has conducted annual NGOs Salary Survey for the social service sector since 2003, it aims to reduce public queries to the pay scale of the sector, if got approval from Standing Committee on Sector & Capacity Development, and some overall findings would be published in Jan 2019. 

According to the above, members made below suggestions:

  • Suggest to get all findings of the 3 surveys for better evaluation of the pros and cons, and announce those in one go to reduce the risk of being attacked by media/public at different times.
  • Provide sufficient time for members to review, may seek comments in Agency Head meeting before announcement. 

5.3         Public communication on LSG review

Mr Cliff Choi reported to the Committee the panel of welfare services of LegCo which was held on 14 May 2018. The sector raised that reinforce the regulatory work in consequences of the increase of administration cost and lower the flexibility of the use of funding. 

5.4         2nd BSG Award in partnership with OHKF, integration of BSG Award ceremony into the Caring Company Expo, and the promotion of CSV

Ms Wendy Luk briefed the Committee the background of the BSG Award and preliminary idea of integrating the award ceremony of the BSG Award to the CCS Recognition Ceremony. Members made following suggestions:

  • Integration may be a win-win new element to the Expo and Ceremony, it may be able to engage more corporations to participate, as well as putting awareness on CSV.
  • The level of integration should be carefully designed to balance and protect the brand image of the Caring Company Scheme which was an established one and to leverage the strength of both parties for raising the awareness of the business sector to move on to the next level of sustainable development. 

6.    Any Other Business

6.1       Charitable Organisations Check List

Mr Cliff Choi briefed the Committee about the invitation from Home Affairs Bureau to bid the project of setting up a registry of charities. Members agreed it is a worthwhile cause but need to be cautious of the work volume which requires intensive manpower.
