1.     Welcome newly elected members

Mr Cliff Choi welcomed new members to the PEP Standing Committee and thank you for their support to the Council.

 

2.     Election of Chairperson

Ms Wendy Cheung was elected the Chairperson of PEP Standing Committee.

 

3.     Election of Vice-chairperson

Ms Irene Leung was elected the Vice-chairperson of PEP Standing Committee.

(Post meeting notice: Ms Irene Leung left SCHSA on 30 Jan 2018, Vice-chairperson shall be elected in next meeting)

 

4.     Endorsement of minutes of the last meeting held on 16 Oct 2017 (Appendix 1)

The minutes of the last meeting held on 16 Oct 2017 was adopted.

 

5.     Selection of representatives to serve Executive Committee and WiseGiving / Caring Company Scheme Steering Committee

5.1        Ms Wendy Cheung will be the representative to the HKCSS Executive Committee.

5.2        Mr Joe Shum was appointed as representative to Steering Committee of WiseGiving.

5.3        Ms May Wong was appointed as representative to Steering Committee of Caring Company Scheme.

 

6.     Co-option of new members

6.1        Members proposed to invite following representatives to PEP Standing Committee:

-     Mr Law Wing Chung, Jervois One (Hong Kong) Limited

-     Ms Chan Ka Po, Judy, The Hong Kong and China Gas Company Ltd.

-     Mr Szeto Kwong Chiu, Ralph, CMRS Digital Solutions Ltd.

-     Mr Orr Ka Yeung, Kevin, Winner Medical (Hong Kong) Ltd.

(Post meeting notice: all representatives accepted our invitation)

 

7.     Matters arising

7.1        Follow up of the Audit Commission Report

Mr Cliff Choi briefed the Committee about the content of Council’s tentative feedback to the Audit Commission Report, members made following suggestions:

-     Public was expecting the transparency of the expenses, the feedback should be included both LSG and governance angle.

-     The use of words should not be complicated, may use graphic to explain/clarify the confusion/misunderstanding, such as cross-subsidies, cost of manpower.

 

7.2        The HKCSS Convention 2017

-     Mr Cliff Choi summarized the feedback of the Convention. Members applaused to the success and the hard work of the Council, and suggested that programme could be not that pack under good coverage of many aspects.

 

8.     Discussion

8.1        Promotion of Creating Shared Value (CSV)

Ms Wendy Luk proposed some ideas about the role of the Council in promoting CSV, which could be an information exchange platform and to nurture the CSV concept to be incorporated in corporate’ business model.

 

Suggestions from members:

-      Sharing session(s) could be arranged to NGOs to introduce what is CSV, what NGOs could be involved in CSV.

-      Besides information exchange, the Council could act as a business matching platform, both corporate and NGOs shall seek partner(s) more easily in the platform.

-      Our Hong Kong Foundation would be a channel to connect with corporate sector.

-      Recognition programme/award maybe organized to promote CSV through projects.

 

8.2       The idea to prepare executives from business/professional sectors to get involved in the NGO sector

In the HKCSS Convention 2017, there was a message that executives from the business/professional sectors would like to get involved in the NGO sector but without channel. Mr Cliff Choi suggested that the Council could engage them through tailor made trainings or seminars. Members agreed and advised that they could be invited to be sub-committee or steering committee members first to understand what NGOs are, before inviting them to be executive board members directly.

 

8.3       The idea to draw collective funders support on the Governance Health Survey

To enhance the managerial ability of executive board of NGOs, a governance health survey shall be conducted, Mr Cliff Choi suggested involving donors to gain more ideas from different aspects, and it may serve as a tool for own board health check use. Members agreed that it would be good to have different aspects’ view but to consider the one who lead which would uphold the legitimacy of the exercise.

 

9.     Progress Report

9.1          Caring Company Scheme

-      Outstanding Partnership Project Award was in state of final vetting.

-      Caring Company Partnership Expo 2018 would be held on 16 Mar 2018, a pilot experiential zone would be explored to be set for visitors to experience the social needs further through interactive devices, such as VR.

 

9.2          WiseGiving

-      Kick-off Ceremony of HSBC Hong Kong Community Festival would be held on 26 Nov 2017

-      Call for proposals of HSBC Hong Kong Community Partnership Programme  and Link Together Initiatives will be held in Mar and Apr 2018 respectively, to assist medium and small NGOs get well prepare while preparing the proposal and to raise the successful application, two briefing sessions to medium and small NGOs will be arranged in early and mid of Dec 2017.

 

9.3          Corporate Communications

-      3 major events in 2017: GIES 2017, start up of social housing, HKCSS Convention were all completed.

-      A branding book/guideline of the usage of HKCSS logo is under revamp, a logo for agency members (AMs) may be created to differentiate the difference of the Council and AMs.

10.1        Without any other business, the meeting was adjourned at 5:45pm.
