1. Endorsement of minutes of the last meeting

The minutes of the last meeting held on June 2, 2017 was adopted. 

2. Matters arising 

2.1 Cliff Choi reported update of HKCSS convention 2017.

  • Various programmes were recommended for committee members to attend, including Forces for Good Forum in the morning section (11:05 - 13:05) and Better Society Forum III in the PM section (14:15 - 15:30).
  • PEP will send the e-invitation to committee members again. 

3. Discussion 

3.1 Follow up of Audit Commission and SWD’s proposal on public solicitation management 

  • Key issues raised in the Director of Audit's Report No.68 were recapped regarding monitoring charities and fund-raising activities.
  • The Social Welfare Department (SWD) formed a working group with members of Lottery Fund Advisory Committee and 5 representatives from NGOs. Christine of WiseGiving is representing the Council to join the working group.
  • Penalty measures on permittees who failed to submit audited reports on time repeatedly and other serious breach of permit conditions were discussed.
  • The new measures will be announced in 2018. 

3.2 Public communication to address the criticism on NGO mismanagement

  • Audit Commission is going to release a report on subvented NGOs’ cross subsidization in late Oct or early Nov.
  • The committee suggested preparing a line-to-take & risk management strategy in responding this matter.
  • Cliff mentioned that the poor public perception is the result of the backward system. Lump Sum Grant (LSG) Subvention System was set up at 17 years ago and its baseline can't follow the public needs nowadays. SWD has to reform the LSG system.
  • Public perceptions on NGO mismanagement were also discussed, including:
    • squeeze frontline workers to enrich the management
    • excess reserves kept by subvented NGOs
    • high employee turnover rate 

3.3 Selection among the finalists of the Business for Social Good Award organised by Our Hong Kong Foundation

  • There are a total of 40-50 companies entered the Award last few months, with 4 companies came to the final, they are: Fimmick, D2 Place by LAWSGROUP, Lee Kum Kee and Towngas.
  • The committee members were invited to score the finalists in the meeting with reference to the profile video of the finalists.
  • Ms Judy Chan didn’t participate in the discussion and scoring since she is serving in Towngas, one of the finalists. 

4. Progress report 

4.1 Caring Company Scheme

  • The upcoming Caring Company Partnership Expo 2018 will be held in the afternoon of 16 March 2018 (Friday) at Hall 5FG, HKCEC.
  • 5 Jan 2018 is the deadline of submitting the nomination form.
  • For the HKCSS Convention, around 1,000 participants have already enrolled. 

4.2 WiseGiving

  • A new scholarship supported by The Drs Richard Charles & Esther Yewpick Lee Charitable Foundation will be launched in December, 2017. Worked with 6 higher education institutions in HK, the scholarship provides $20,000 per year for the year 1 or year 2 students in sub-degree (Higher Diploma or Associate Degree) Social Work Programme. 

4.3 Corporate Communications

  • Reported on the recent development of Community Housing Movement and pre-fabricated modular housing.

There being no other business, the meeting was adjourned at 6:10pm. Next Meeting will be confirmed later after HKCSS AGM in Nov 2017.
